       The Committee on Commerce (Detert) recommended the following:
       
    1         Senate Substitute for Amendment (573786)

    3         Between lines 662 and 663
    4  insert:
    5         However, decertification proceedings against a local
    6  government certified prior to July 1, 2009, shall be delayed
    7  until 12 months after the expiration of the local government's
    8  existing agreement with a spring training baseball franchise and
    9  without a new agreement being signed, provided the certified
   10  local government can demonstrate to the office that it is in
   11  active negotiations with a major league spring training
   12  franchise, other than the franchise that was the basis for the
   13  original certification.
