       Senator Bennett moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1795 and 1796
    4  insert:
    5         Section 32. Upon completion of the Department of Health's
    6  project, as required by Specific Appropriation 1682 of the 2008
    7  2009 General Appropriations Act, to develop passive strategies
    8  for nitrogen reduction which complement the use of conventional
    9  onsite wastewater treatment systems, the department must submit
   10  a final report to the Governor, the President of the Senate, and
   11  the Speaker of the House of Representatives before proceeding
   12  with any nitrogen-reduction activities.

   15         And the title is amended as follows:
   16         Delete line 173
   17  and insert:
   18         activities of state agencies; requiring the Department
   19         of Health to submit a final report to the Governor and
   20         Legislature on its project to develop nitrogen
   21         reduction strategies before proceeding with any
   22         nitrogen reduction activities; providing an effective
   23         date.
