       Senator Ring moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 163 - 164
    4  and insert:
    5  and, to the extent constitutionally permissible, section 1 of
    6  this act shall operate retroactively to October 1, 1988.
    7  However, section 1 of this act shall not operate retroactively
    8  with respect to any legal actions filed in court on or before
    9  the effective date of this act.
