       The Committee on Banking and Insurance (Storms) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2         
    3         Between lines 31 and 32
    4  insert:
    5         (3) The Department of Financial Services may adopt rules
    6  relating to the production and distribution of the flag.
    7

    9         And the title is amended as follows:
   10         Delete lines 6 - 7
   11  and insert:
   12  of Financial Services to provide for the creation and
   13  distribution of the flag; providing for the adoption of rules;
   14  providing an effective date.
