       The Committee on Environmental Preservation and Conservation
       (Constantine) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 342 - 347
    4  and insert:
    5         (4) Upon delegation to a qualified local government, the
    6  department and water management district shall not regulate the
    7  activities subject to the delegation within that jurisdiction
    8  unless regulation is required pursuant to the terms of the
    9  delegation agreement.
