    4  insert:
    5         (f) Any insurer that has filed with the Office of Insurance
    6  Regulation an application to withdraw from the Florida
    7  residential property insurance market within the 18 months
    8  immediately preceding the effective date of this section is not
    9  eligible to issue a policy under s. 627.062(2)(k).
