       Senator Constantine moved the following:
       
    1         Senate Amendment (with title amendment)

    4         Between lines 876 and 877
    5  insert:
    6         Section 13. Subsections (1) and (3) of section 378.901,
    7  Florida Statutes, are amended to read:
    8         378.901 Life-of-the-mine permit.—
    9         (1) As used in this section, the term:
   10         (a) “Bureau” means the Bureau of Mining and Minerals
   11  Regulation Mine Reclamation of the Division of Water Resource
   12  Management of the Department of Environmental Protection.
   13         (b) “Life-of-the-mine permit” means a permit authorizing
   14  activities regulated under part IV of chapter 373 and part IV of
   15  this chapter.
   16         (3) The bureau may also issue life-of-the-mine permits to
   17  operators of limerock mines and sand mines as part of the
   18  consideration for conveyance to the Board of Trustees of the
   19  Internal Improvement Trust Fund of environmentally sensitive
   20  lands in an amount equal to or greater than the acreage included
   21  in the life-of-the-mine permit and provided such environmentally
   22  sensitive lands are contiguous to or within reasonable proximity
   23  to the lands included in the life-of-the-mine permit.

   32         Bureau of Mining and Mineral Regulation; providing
   33         authority to the Department of Environmental
   34         Protection to issue a life-of-the-mine permit to
   35         operators of limerock mines; amending
