       Senator Joyner moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 265 - 277
    4  and insert:
    5         When a public hearing is held, the agency must ensure that
    6  staff are available to explain the agency’s proposal and to
    7  respond to questions or comments regarding the rule. If the
    8  agency head is a board or other collegial body created under s.
    9  20.165(4) or s. 20.43(3)(g), and one or more requested public
   10  hearings is scheduled, the board or other collegial body shall
   11  conduct at least one of the public hearings itself and may not
   12  delegate this responsibility without the consent of those
   13  persons requesting the public hearing. Any material pertinent to
   14  the issues under consideration submitted to the agency within 21
   15  days after the date of publication of the notice or submitted to
   16  the agency between the date of publication of the notice and the
   17  end of the final at a public
