    5  insert:
    6         Section 3. Paragraph (uuu) is added to subsection (4) of
    7  section 320.08056, Florida Statutes, to read:
    8         320.08056 Specialty license plates.—
    9         (4) The following license plate annual use fees shall be
   10  collected for the appropriate specialty license plates:
   11         (uuu) “I Believe” license plate, $25.
   12         Section 4. Subsection (73) is added to section 320.08058,
   13  Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (73) “I BELIEVE” LICENSE PLATES.—Notwithstanding s.
   16  320.08053, the department shall develop an “I Believe” license
   17  plate as provided in this section.
   18         (a) “I Believe” license plates must bear the colors and
   19  design approved by the department. The word “Florida” must
   20  appear at the top of the plate, and the words “I Believe” must
   21  appear at the bottom of the plate.
   22         (b) The requirements of s. 320.08053 must be met before the
   23  issuance of the plate. Thereafter, the license plate annual use
   24  fees shall be distributed to Faith in Teaching, Inc., to fund
   25  activities, programs, and projects that promote faith-based
   26  education for youth within the state. Faith in Teaching, Inc.,
   27  may retain all revenue from the annual use fees until all
   28  startup costs for developing and establishing the plate have
   29  been recovered. Thereafter, up to 20 percent of the annual use
   30  fee revenue may be used for administrative, promotional,
   31  marketing costs, and the cost of the annual compliance
   32  affidavit.

   37  and insert:
   38         from the annual sale of such plates; creating an “I
   39         Believe” license plate; establishing an annual fee for
   40         the plates; providing an
