       Senator Siplin moved the following:
       
    1         Senate Amendment to Amendment (891374) 
    2  
    3         Delete lines 65 - 76
    4  and insert:
    5         (b) The annual use fees shall be distributed to Florida
    6  Children First, Inc., which shall retain all proceeds until the
    7  startup costs to develop and establish the plates have been
    8  recovered. Thereafter, the proceeds shall be used as follows:
    9         1. A maximum of 15 percent of the proceeds may be used to
   10  administer the license plate program and for direct
   11  administrative costs associated with the operations of Florida
   12  Children First, Inc.
   13         2. A maximum of 10 percent of the proceeds may be used to
   14  promote and market the license plates.
   15         3. The remaining fees shall be used by Florida Children
   16  First, Inc., to fund public schools in this state, including
