       The Committee on Ethics and Elections (Fasano) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         After line 16
    4  insert:
    5  For purposes of certifying the candidate who won an election or
    6  ordering a recount, a vote for the "I choose not to vote"
    7  selection in the particular race under consideration shall be
    8  treated as if the voter did not designate any selection in the
    9  race.
