    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 78
    4  and insert:
    5  State Board of Education shall specify, by rule, the threshold
    6  requirements
    7

    9         And the title is amended as follows:
   10         Delete line 13
   11  and insert:
   12         for such designation; requiring that the State Board
   13         of Education
