       The Committee on Commerce (Garcia) recommended the following:
       
    1         Senate Amendment to Amendment (681566) 
    2  
    3         Delete lines 9 - 12
    4  and insert:
    5  and administer a consumer rebate program for residential energy
    6  efficient appliances, consistent with 42 U.S.C. s. 15821 and any
    7  federal agency guidance or regulations issued in furtherance of
    8  federal law. Such appliances may include Energy Star products or
    9  electric tankless water heaters with an energy efficiency rating
   10  of at least 85% by the U.S. Environmental Protection Agency
   11  standard calculation, if not otherwise disqualified by the U.S.
   12  Environmental Protection Agency or the U.S. Department of
   13  Energy, as validated by a third party testing entity, and
   14  verified by the commission, pursuant to rule. The commission may
   15  adopt rules pursuant to ss.
