       The Committee on Regulated Industries (Dean) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1.  (1)A task force is established to develop
    6  legislative recommendations relating to stormwater management
    7  system design in the state. The task force shall:
    8         (a)Review the Joint Professional Engineers and Landscape
    9  Architecture Committee Report conducted pursuant to s. 17,
   10  chapter 88-347, Laws of Florida, and determine the current
   11  validity of the report and the need to revise any of the
   12  conclusions or recommendations.
   13         (b)Determine how a licensed and registered professional
   14  might demonstrate competency for stormwater management system
   15  design.
   16         (c)Determine how the Board of Professional Engineers and
   17  the Board of Landscape Architecture might administer
   18  certification tests or continuing education requirements for
   19  stormwater management system design.
   20         (d)Provide recommendations for grandfathering the rights
   21  of licensed professionals who currently practice stormwater
   22  management design in a manner that will allow them to continue
   23  to practice without meeting any new requirements the task force
   24  recommends be placed on licensed professionals in the future.
   25         (2)(a)The Board of Landscape Architecture, the Board of
   26  Professional Engineers, the Florida Engineering Society, the
   27  Florida Chapter of the American Society of Landscape Architects,
   28  the Secretary of Environmental Protection, and the Secretary of
   29  Transportation shall each appoint one member to the task force.
   30         (b)Members of the task force may not be reimbursed for
   31  travel, per diem, or any other costs associated with serving on
   32  the task force.
   33         (c)The task force shall meet a minimum of four times
   34  either in person or via teleconference; however, a minimum of
   35  two meetings shall be public hearings with testimony.
   36         (d)The task force shall expire on November 1, 2009.
   37         (3)The task force shall provide its findings and
   38  legislative recommendations to the President of the Senate and
   39  the Speaker of the House of Representatives by November 1, 2009.
   40         Section 2. This act shall take effect July 1, 2009.

   43         And the title is amended as follows:
   44         Delete everything before the enacting clause
   45  and insert:
   46                        A bill to be entitled                      
   47         An act relating to stormwater management system design;
   48  establishing a task force to develop recommendations relating to
   49  stormwater management system design; specifying study criteria;
   50  providing for task force membership, meetings, and expiration;
   51  requiring the task force to submit findings and legislative
   52  recommendations to the Legislature by a specified date;
   53  providing an effective date.
