       The Committee on Commerce (Oelrich) recommended the following:
       
    1         Senate Amendment to Amendment (506528) (with title
    2  amendment)
    3  
    4         Delete lines 269 - 276
    5  and insert:
    6  tariff. The price increase for any nonbasic service category
    7  shall not exceed 6 percent within a 12-month period until there
    8  is another provider providing local telecommunications service
    9  in an exchange area at which time the price for any nonbasic
   10  service category may be increased in an amount not to exceed 10
   11  20 percent within a 12-month period, and the rate shall be
   12  presumptively valid. However, the price for any nonbasic service
   13  that would have been treated as basic service before July 1,
   14  2009, may not be increased by more than the amount allowed for
   15  basic service as provided in subsection (2) until July 1, 2011.
   16  However, for purposes of this subsection, the prices of:
