       The Committee on Governmental Oversight and Accountability
       (Lawson) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 138 - 147
    4  and insert:
    5         (2)Notwithstanding any law authorizing an agency to enter
    6  into a lease, an agency may not enter into a lease or lease
    7  purchase agreement for tangible personal property which requires
    8  the state to pay more than $500,000 over the term of the lease
    9  or agreement if the term of the lease or agreement exceeds 1
   10  fiscal year unless such lease or agreement is expressly
   11  authorized by the Legislature.
   12         (3)Any contract or agreement in violation of this section
   13  is null and void.
   14         (4)(2) Any public officer or employee person who willfully
   15  enters into a contract or other agreement in violation of this
   16  section commits contracts to spend, or enters into an agreement
   17  to spend, any money in excess of the amount appropriated to the
   18  agency or branch for whom the contract or agreement is executed
   19  is guilty of a misdemeanor of the first degree, punishable as
   20  provided in s. 775.082 or s. 775.083.
   21         (5)For purposes of this section and ss. 216.312 and
