       The Committee on Governmental Oversight and Accountability
       (Lawson) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 236 and 237
    4  insert:
    5         Section 5. Subsection (4) of section 287.063, Florida
    6  Statutes, is amended to read:
    7         287.063 Deferred-payment commodity contracts; preaudit
    8  review.—
    9         (4) Beginning July 1, 2009, an agency may not enter into a
   10  lease or deferred payment purchase arrangement for the
   11  acquisition of equipment that has a total cost greater than
   12  $500,000 unless the Legislature has expressly authorized such
   13  lease or deferred payment purchase arrangement in the General
   14  Appropriations Act. For purposes of this section, deferred
   15  payment commodity contracts for replacing the state accounting
   16  and cash management systems may include equipment, accounting
   17  software, and implementation and project management services.
   18         Section 6. Subsection (9) of section 287.064, Florida
   19  Statutes, is amended to read:
   20         287.064 Consolidated financing of deferred-payment
   21  purchases.—
   22         (9) Beginning July 1, 2009, an agency may not enter into a
   23  master equipment financing agreement that has a total cost
   24  exceeding $500,000 unless the Legislature has expressly
   25  authorized such agreement in the General Appropriations Act. For
   26  purposes of this section, deferred-payment commodity contracts
   27  for replacing the state accounting and cash management systems
   28  may include equipment, accounting software, and implementation
   29  and project management services.
