       The Committee on Governmental Oversight and Accountability
       (Lawson) recommended the following:
       
    1         Senate Amendment (with title amendment)

    5         Between lines 137 and 138
    6  insert:
    7         (e) To grant to any party the right or privilege to collect
    8  fees or other revenues from persons or entities not party to the
    9  contract or agreement, unless the agency is specifically
   10  authorized by law to enter into such contracts or agreements.

   13         And the title is amended as follows:
   14         Delete lines 13 - 15
   15  and insert:
   16  pay an obligation in the current year, from obligating the state
   17  to make future payments to cover unpaid current payments, or
   18  from granting to a party to a contract or agreement the right to
   19  collect fees or other revenues from nonparties; providing that
   20  such contracts
