       The Committee on General Government Appropriations (Dean)
       recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 1394 and 1395
    4  insert:

    6         Section 25. An agency of the state may not issue any permit
    7  for water use and withdrawal, well construction, interdistrict
    8  transfer of groundwater use, or establish minimum water flows
    9  and levels for further permitting as cited in chapter 373,
   10  Florida Statutes, to the private gain of a natural spring water
   11  bottling plant operation in order to lawfully protect the
   12  natural system of Florida springs acquired in public-ownership
   13  for conservation of both land and water-related resources cited
   14  in chapters 259 and 187, Florida Statutes.

   20  and insert:

   22  date; prohibiting an agency of the state from issuing certain
   23  specified permits for activities that inure to the private gain

   25  from a designated springs system owned by the state; providing
   26  effective dates.
