       recommended the following:
       
    1         Senate Amendment

    3         Delete lines 199 - 201
    4  and insert:
    5  
    6         (2) The department shall not adopt rules to implement the
    7  requirements of this section until each springshed has been
    8  studied to determine the nitrogen loading causes and develop
    9  specific passive strategies for nitrogen within each first and
   10  second magnitude springs.
