       The Committee on Transportation (Baker) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 469 and 470
    4  insert:
    5         Section 5. Subsection (7) is added to section 163.3187,
    6  Florida Statutes, to read:
    7         163.3187 Amendment of adopted comprehensive plan.—
    8         (7)  Other than the exceptions listed in subsection (1),
    9  text amendments to the goals, objectives, or policies of the
   10  local governments comprehensive plan may be adopted only twice a
   11  year, unless the text amendment is directly related to, and
   12  applies only to, a future land use map amendment.

   17  insert:
   18  amending s. 163.3187, F.S.; clarifying that text amendments can
   19  be made only twice a year;
