       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 432 and 433
    4  insert:
    5         Section 6. Subsection (12) is added to section 403.814,
    6  Florida Statutes, to read:
    7         403.814 General permits; delegation.—
    8         (12) The department and the water management districts
    9  shall expand the use of Internet self-certification to be used
   10  by applicants for appropriate exemptions and general permits
   11  issued by the department and the districts. The department and
   12  the districts shall identify and develop general permits for
   13  activities for which review may be expedited through the use of
   14  professional certification. Such activities include specified
   15  stormwater treatment and stormwater management systems not
   16  located in wetlands or other surface waters. The department and
   17  the water management districts shall submit a progress report on
   18  efforts to expand the use of Internet based self-certification
   19  and expedited review through the use of professional
   20  certifications to the President of the Senate and the Speaker of
   21  the House of Representatives by January 15, 2010.

   26  and insert:
   27  preparing and signing permit applications; amending s. 403.814,
   28  F.S.; directing the Department of Environmental Protection and
   29  the water management districts to expand the use of Internet
   30  based self-certification; requiring the department and the
   31  districts to identify general permits for which expedited review
   32  may be implemented through the use of professional
   33  certifications; providing for a report; repealing
