       The Committee on Finance and Tax (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 32 and 33
    4  insert:
    5         Section 2. (1)(a)The Office of Tourism, Trade, and
    6  Economic Development, within the Executive Office of the
    7  Governor, shall create the Energy Economic Zone Pilot Program to
    8  develop a model to help communities encourage and attain
    9  renewable electric energy generation, the manufacture of
   10  products that contribute to energy conservation, green jobs, and
   11  energy-efficient land development designs. The office shall
   12  consult with the state land planning agency and the Florida
   13  Energy and Climate Commission in developing and administering
   14  the pilot program.
   15         (b)Sarasota County may apply to the office for designation
   16  as the pilot program community. The governing board of the pilot
   17  program community shall adopt a strategic plan for development
   18  and redevelopment in the energy economic zone. The plan must
   19  include multimodal development and land use patterns to reduce
   20  reliance on automobiles, encourage certified green building
   21  developments and renewable energy systems, encourage
   22  demonstrations of creating green jobs, and show indications of
   23  how local financial and regulatory incentives will be used in
   24  the energy economic zone area.
   25         (c)The office shall provide the pilot program community
   26  and businesses in the energy economic zone technical assistance
   27  in identifying and qualifying for eligible grants and credits in
   28  job creation, energy, and other areas.
   29         (2)(a)The office shall submit an interim report by
   30  February. 15, 2010, to the Governor, the President of the
   31  Senate, and the Speaker of the House of Representatives
   32  regarding the status of the pilot program and any
   33  recommendations for statutory changes to accomplish the goals of
   34  the pilot program community, including whether it would be
   35  beneficial to provide financial incentives similar to those
   36  offered an enterprise zone.
   37         (b)The office shall submit a final report to the same
   38  officers by February 15, 2012, evaluating whether the pilot
   39  program has demonstrated any success in development and
   40  redevelopment in the energy economic zone incorporating
   41  renewable energy generation systems, low-impact design, and
   42  energy-efficient land use patterns, and shall recommend whether
   43  the program should be expanded for use by other local
   44  governments and whether state policies should be revised to
   45  encourage the goals of the program.

   48         And the title is amended as follows:
   49         Delete lines 10 - 11
   50  and insert:
   51         date of the enterprise zone; providing for the
   52         creation of the Energy Economic Zone Pilot Program by
   53         Office of Tourism, Trade, and Economic Development;
   54         providing powers and duties of the office relating to
   55         the pilot program; providing for the designation of a
   56         pilot program community and providing guidelines and
   57         requirements for the conduct of the program within the
   58         community; providing for reports by the office;
   59         providing an effective date.
