       The Committee on Transportation (Baker) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 8 - 9
    4  and insert:
    5         Section 1.  Subsection (3) of section 163.3178, Florida
    6  Statutes, is amended to read:
    7         163.3178 Coastal management.—
    8         (3) Expansions to port harbors, spoil disposal sites,
    9  navigation channels, turning basins, harbor berths, and other
   10  related inwater harbor facilities of ports listed in s.
   11  403.021(9); port transportation facilities and projects listed
   12  in s. 311.07(3)(b); and intermodal transportation facilities
   13  identified pursuant to s. 311.09(3); and facilities determined
   14  by the Department of Community Affairs and applicable general
   15  purpose local government to be port-related industrial or
   16  commercial projects located within 3 miles of or in a port
   17  master plan area which rely upon the use of port and intermodal
   18  transportation facilities may shall not be designated as
   19  developments of regional impact if where such expansions,
   20  projects, or facilities are consistent with comprehensive master
   21  plans that are in compliance with this section.

   24         And the title is amended as follows:
   25         Delete lines 2 - 4
   26  and insert:
   27         An act relating to transportation; amending s. 163.3178,
   28  F.S.; providing that certain port-related facilities may not be
   29  designated as developments of regional impact under certain
   30  circumstances; providing an effective date.
