       The Committee on Children, Families, and Elder Affairs (Wise)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 24 - 29
    4  and insert:
    5         (k) Each law enforcement agency shall develop a memorandum
    6  of understanding with each receiving facility within the law
    7  enforcement agency’s jurisdiction that reflects a single set of
    8  protocols for the safe and secure transportation of the person
    9  and transfer of custody of the person. These protocols must also
   10  address crisis intervention measures.
   11
