       The Committee on Community Affairs (Altman) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Subsection (4) is added to section 538.21,
    6  Florida Statutes, to read:
    7         538.21 Hold notice.—
    8         (4)This section provides uniform statewide procedures
    9  governing hold notices and the state preempts municipal or
   10  county ordinances specifically relating to secondary metals
   11  recyclers holding such metals.
   12         Section 2. This act shall take effect July 1, 2009.

   16         And the title is amended as follows:
   17         Delete everything before the enacting clause
   18  and insert:
   19                        A bill to be entitled                      
   20         An act relating to secondary metals recyclers;
   21         amending s. 538.21, F.S.; providing that the
   22         procedures governing hold notices issued when a law
   23         enforcement officer has reasonable cause to believe
   24         that certain regulated metals in the possession of a
   25         secondary metals recycler have been stolen are of
   26         statewide application and that the state therefore
   27         preempts municipal or county ordinances specifically
   28         relating to secondary metals recyclers holding such
   29         metals; providing an effective date.
