| 4 | Between lines 443 and 444, insert: |
| 5 | Section 15. Effective upon this act becoming a law: |
| 6 | (1) Upon completion of the project to develop passive |
| 7 | strategies for nitrogen reduction that complement use of |
| 8 | conventional onsite wastewater treatment systems as provided in |
| 9 | Specific Appropriation 1682 of the 2008-2009 General |
| 10 | Appropriations Act, the Department of Health shall submit a |
| 11 | final report to the Executive Office of the Governor, the |
| 12 | President of the Senate, and the Speaker of the House of |
| 13 | Representatives. |
| 14 | (2) Notwithstanding s. 369.318(2), Florida Statutes, the |
| 15 | Department of Health shall suspend rulemaking to achieve |
| 16 | nitrogen reductions protective of groundwater quality within the |
| 17 | Wekiva Study Area until completion of the project described in |
| 18 | subsection (1). Upon adjournment sine die of the next regular |
| 19 | session of the Legislature that begins after the Department of |
| 20 | Health submits the project's final report, the department shall |
| 21 | resume rulemaking to achieve nitrogen reductions protective of |
| 22 | groundwater quality within the Wekiva Study Area. |
