       The Committee on Agriculture (Aronberg) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2         
    3         Delete lines 18 - 19.
    4

    6         And the title is amended as follows:
    7         Delete lines 2 - 14
    8  and insert:
    9  An act relating to equine activities; providing legislative
   10  intent; defining the term "equine"; requiring a child younger
   11  than a specified age to wear a helmet when riding an equine in
   12  certain locations; providing requirements for helmets; requiring
   13  a person renting or leasing an equine for riding by a child
   14  younger than a specified age to provide a helmet if the child
   15  does not have a helmet; prohibiting a parent or guardian of a
   16  child younger than a specified age from authorizing or
   17  permitting the child to engage in certain conduct; providing a
   18  penalty; providing exceptions; providing an effective date.
   19         WHEREAS, Nicole Hornstein’s life was unexpectedly and
   20  tragically cut short when she succumbed to injuries sustained in
   21  a fall while riding her horse without a helmet, and
   22         WHEREAS, Nicole’s family and friends believe that her death
   23  could have been prevented if she had been wearing a helmet at
   24  the time of her fall, and
   25         WHEREAS, Nicole's family and friends hope to prevent
   26  similar tragedies from occurring in the future, NOW, THEREFORE,
