       Senator Bennett moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 106 and 107
    4  insert:
    5         Section 8. Upon completion of the Department of Health’s
    6  project, as required by Specific Appropriation 1682 of the 2008
    7  2009 General Appropriations Act, to develop passive strategies
    8  for nitrogen reduction which complement the use of conventional
    9  onsite wastewater treatment systems, the Department of Health
   10  must submit a final report to the Governor, the President of the
   11  Senate, and the Speaker of the House of Representatives before
   12  adopting rules or criteria that are more stringent than those
   13  that currently exist unless specifically directed by statute to
   14  do so or unless necessary to protect the health, safety, or
   15  welfare of the public.
