       The Committee on Commerce (Detert and Garcia) recommended the
       following:
       
    1         Senate Amendment 
    2         
    3         Between lines 645 and 646
    4  insert:
    5  Expenditure of state funds awarded to a certified applicant for
    6  a retained spring training franchise must begin within 48 months
    7  of the initial receipt of the state funds and construction of
    8  the facility must be completed within 24 months of the
    9  commencement of construction.
