       The Committee on Commerce (Garcia) recommended the following:
       
    1         Senate Amendment 
    2         
    3         Between lines 282 and 283
    4  insert:
    5         (m) Additional evaluative criteria for for alternative and
    6  renewable energy proposals include:
    7         1. The availability of matching funds or other in-kind
    8  contributions applied to the total project from an applicant.
    9  The commission shall give greater preference to projects that
   10  provide such matching funds or other in-kind contributions.
   11         2. The degree to which the project stimulates in-state
   12  capital investment and economic development in metropolitan and
   13  rural areas, including the creation of jobs and the future
   14  development of a commercial market for renewable energy
   15  technologies.
   16         3. The extent to which the proposed project has been
   17  demonstrated to be technically feasible based on pilot project
   18  demonstrations, laboratory testing, scientific modeling, or
   19  engineering or chemical theory that supports the proposal.
   20         4. The degree to which the project incorporates an
   21  innovative new technology or an innovative application of an
   22  existing technology.
   23         5. The degree to which a project generates thermal,
   24  mechanical, or electrical energy by means of a renewable energy
   25  resource that has substantial long-term production potential.
   26         6. The degree to which a project demonstrates efficient use
   27  of energy and material resources.
   28         7. The degree to which the project fosters overall
   29  understanding and appreciation of renewable energy technologies.
   30         8. The ability to administer a complete project.
   31         9. Project duration and timeline for expenditures.
   32         10. The geographic area in which the project is to be
   33  conducted in relation to other projects.
   34         11. The degree of public visibility and interaction.
