4     Remove lines 158-190 and insert:
5     Section 7.  Paragraph (o) of subsection (1) of section
61011.62, Florida Statutes, is amended to read:
7     1011.62  Funds for operation of schools.--If the annual
8allocation from the Florida Education Finance Program to each
9district for operation of schools is not determined in the
10annual appropriations act or the substantive bill implementing
11the annual appropriations act, it shall be determined as
12follows:
13     (1)  COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR
14OPERATION.--The following procedure shall be followed in
15determining the annual allocation to each district for
16operation:
17     (o)  Calculation of additional full-time equivalent
18membership based on certification of successful completion of
19industry-certified career and professional academy programs
20pursuant to ss. 1003.491, s. 1003.492, and 1003.493 and
21identified in the Industry Certification Funding List under
22rules adopted by the State Board of Education.--A value of 0.3
23full-time equivalent student membership shall be calculated for
24each student who completes an industry-certified career and
25professional academy program under s. 1003.491, s. 1003.492, or
26s. 1003.493 and who is issued the highest level of industry
27certification identified annually in the Industry Certification
28Funding List under rules adopted by the State Board of Education
29and a high school diploma. Such value shall be added to the
30total full-time equivalent student membership in secondary
31career education programs for grades 9 through 12 in the
32subsequent year for courses that were not funded through dual
33enrollment. The additional full-time equivalent membership
34authorized under this paragraph may not exceed 0.3 per student.
35Unless a different amount is specified in the General
36Appropriations Act, the appropriation for this calculation is
37limited to $15 million annually. If the appropriation is
38insufficient to fully fund the total calculation, the
39appropriation shall be prorated.
40     Section 8.  By January 15, 2010, the Office of Program
41Policy Analysis and Government Accountability shall submit a
42report to the Governor, the President of the Senate, and the
43Speaker of the House of Representatives on workforce education
44programs. The report shall:
45     (1)  Review student outcomes in workforce education degree
46and certificate programs offered by community colleges, school
47districts, and independent institutions that prepare students
48for occupations not included on the locally targeted occupations
49lists developed by Workforce Florida, Inc., or on the statewide
50occupational forecasting list developed by the Workforce
51Estimating Conference. This review shall include examination of:
52     (a)  Successful program completion and licensure passage
53rates.
54     (b)  Employment placement rates and wages earned according
55to industry. Such examination shall:
56     1.  Survey a statistically reliable sample of former
57students to determine the rates at which students became
58employed, and the wages earned, in the occupation for which the
59workforce education program prepared the student. Survey
60responses shall be cross-checked against available state data.
61     2.  Consider the effect that students who became self-
62employed have on the employment rates determined under
63subparagraph 1.
64     3.  Examine full-time, part-time, and contracted employment
65as compared to other professions.
66     4.  Examine how the percentage of commission impacts total
67wages as compared to other professions.
68     5.  Compare the demand rate resulting from job openings
69annually to the demand rate for other professions.
70     6.  Examine program enrollment demographics by gender and
71ethnicity as compared to such demographics for the occupation.
72     (2)  Examine the cost-effectiveness of state funding for
73the workforce education programs reviewed under subsection (1)
74versus the provision of state financial assistance to students
75for attendance at independent institutions that offer such
76programs. Such examination shall consider:
77     (a)  The availability of tuition waivers, scholarships, and
78loans and the total cost for workforce education programs at
79both public and independent institutions.
80     (b)  The requirements for enrollment in public and
81independent institutions.
82     (3)  Review the funding model used to determine funding for
83school district workforce education programs and provide options
84for modifying the funding system that will ensure equity among
85districts and access to these programs for students statewide.
