| 4 |      Remove everything after the enacting clause and insert: |

| 6 |      Section 1.  Section 394.4612, Florida Statutes, is created  | 
| 7 | to read: | 
| 8 |      394.4612  Integrated adult mental health crisis  | 
| 9 | stabilization and addictions receiving facilities.-- | 
| 10 |      (1)  The Agency for Health Care Administration, in  | 
| 11 | consultation with the Department of Children and Family  | 
| 12 | Services, may license facilities that integrate services  | 
| 13 | provided in an adult mental health crisis stabilization unit  | 
| 14 | with services provided in an adult addictions receiving  | 
| 15 | facility. Such a facility shall be licensed by the agency as an  | 
| 16 | adult crisis stabilization unit under part IV and must meet all  | 
| 17 | licensure requirements for crisis stabilization units providing  | 
| 18 | integrated services. | 
| 19 |      (2)  An integrated mental health crisis stabilization unit  | 
| 20 | and addictions receiving facility may provide services under  | 
| 21 | this section to adults who are 18 years of age or older and who  | 
| 22 | fall into one or more of the following categories: | 
| 23 |      (a)  An adult meeting the requirements for voluntary  | 
| 24 | admission for mental health treatment under s. 394.4625. | 
| 25 |      (b)  An adult meeting the criteria for involuntary  | 
| 26 | examination for mental illness under s. 394.463. | 
| 27 |      (c)  An adult qualifying for voluntary admission for  | 
| 28 | substance abuse treatment under s. 397.601. | 
| 29 |      (d)  An adult meeting the criteria for involuntary  | 
| 30 | admission for substance abuse impairment under s. 397.675. | 
| 31 |      (3)  The department, in consultation with the agency, shall  | 
| 32 | adopt by rule standards that address eligibility criteria;  | 
| 33 | clinical procedures; staffing requirements; operational,  | 
| 34 | administrative, and financing requirements; and the  | 
| 35 | investigation of complaints. | 
| 36 |      Section 2.  This act shall take effect July 1, 2009. |
