       The Committee on Commerce (Lynn) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 10 - 22
    4  and insert:
    5  given away, or otherwise distributed to anyone in this state.
    6         (2) As used in this act, the term “novelty lighter” means a
    7  mechanical device that uses a flammable gas or liquid or an
    8  electrical current to commonly ignite cigarettes, cigars, or
    9  pipes and that resembles any item that is typically appealing to
   10  children 10 years of age or younger, including, but not limited
   11  to, a lighter that resembles a cartoon character, animal, toy,
   12  gun, watch, musical instrument, vehicle, food, or beverage, or
   13  that plays sounds or musical notes or displays flashing lights
   14  or other visual effects.
   15         (3) This act does not apply to lighters manufactured before
   16  January 1, 1980.
