| 4 | and pedestrian control devices at certain K-12 schools | 
| 5 | unless a traffic engineering analysis determines that the | 
| 6 | devices are not necessary; providing an effective date. |

| 8 | Be It Enacted by the Legislature of the State of Florida: | 
| 9 | 
 | 
| 10 | Section 1.  Subsection (1) of section 316.1895, Florida | 
| 11 | Statutes, is amended to read: | 
| 12 | 316.1895  Establishment of school speed zones, enforcement; | 
| 13 | designation.-- | 
| 14 | (1)(a)  The Department of Transportation, pursuant to the | 
| 15 | authority granted under s. 316.0745, shall adopt a uniform | 
| 16 | system of traffic control devices and pedestrian control devices | 
| 17 | for use on the streets and highways in the state surrounding all | 
| 18 | schools, public and private. | 
| 19 | (b)  The Department of Transportation shall compile, | 
| 20 | publish, and transmit a manual containing all specifications and | 
| 21 | requirements with respect to the system of devices established | 
| 22 | pursuant to paragraph (a) to the governing body of each county | 
| 23 | and municipality in the state, and the Department of | 
| 24 | Transportation and each county and municipality in the state | 
| 25 | shall install and maintain such traffic and pedestrian control | 
| 26 | devices in conformity with such uniform system. Traffic and | 
| 27 | pedestrian control devices shall be installed at all public or | 
| 28 | private K-12 schools located on state roads unless a traffic | 
| 29 | engineering analysis, conducted according to standards developed | 
| 30 | by the Department of Transportation, determines that such | 
| 31 | devices are not necessary. | 
| 32 | Section 2.  This act shall take effect July 1, 2009. |
