Senator Lynn moved the following:

4 and insert:
5 activities. The institute shall be led by Embry-Riddle
6 Aeronautical University and the Florida Institute of Technology
7 and shall include other public and private postsecondary
8 academic institutions within and outside the state. The
9 institute, through its partner institutions, shall support
10 research focus areas including, but not limited to, spaceport
11 licensing and safety; range and airspace management systems
12 development, simulation, and qualification; spaceflight human
13 factors issues; spaceflight passenger, crew, and technician
14 training and certification; launch vehicle safety analysis;
15 materials science for spaceflight; spaceport instrumentation,
16 technologies, and processes; and other topics which may be of
17 interest to the Federal Aviation Administration.
18 (2) The institute shall be established in phases, with the
19 initial phase focused on developing a management structure,
20 establishing a formal relationship with the Federal Aviation
21 Administration, and forming partnerships with academic
22 institutions and industry. The institute shall provide a
23 quarterly report to the Office of Tourism, Trade, and Economic
24 Development on the institute’s activities, relationship status
25 with the Federal Aviation Administration, research, and
26 partnerships. Any monies provided by government or private
27 industry directly to Embry Riddle Aeronautical University or the
28 Florida Institute of Technology shall not be a part of the
29 Institute but shall remain as an allocation as intended for each
30 institution.
