| 7 | WHEREAS, every United States' orbital human space flight to |
| 8 | date has launched from Florida, and |
| 9 | WHEREAS, the United States' human space flight program is |
| 10 | scheduled to cease operations on September 30, 2010, and |
| 11 | WHEREAS, the cessation of our nation's human space flight |
| 12 | program will result in the loss of employment of thousands of |
| 13 | highly trained space flight employees in Florida, and |
| 14 | WHEREAS, Florida is home to thousands of suppliers and |
| 15 | service providers who will lose employment or vital income upon |
| 16 | cessation of the United States' human space flight program, and |
| 17 | WHEREAS, the next planned United States' human space flight |
| 18 | program is not scheduled to be in operation for at least 5 |
| 19 | years, and |
| 20 | WHEREAS, a gap of 5 years in human space flight programs |
| 21 | will result in our nation's loss of highly specialized space- |
| 22 | faring skills due to the dispersion of the workforce, and |
| 23 | WHEREAS, both the United States and Florida have already |
| 24 | experienced economic devastation resulting from the abrupt |
| 25 | cessation of the Apollo Program and have learned from that |
| 26 | period of history, and |
| 27 | WHEREAS, other countries, some of which are hostile to the |
| 28 | United States, will have the opportunity during our nation's |
| 29 | human space flight program's gap to surpass the United States in |
| 30 | technological advances and the dominance of space exploration, |
| 31 | NOW, THEREFORE, |

| 33 | Be It Resolved by the House of Representatives of the State of |
| 34 | Florida: |

| 36 | That the Florida House of Representatives recognizes the |
| 37 | value of the human space flight program and the Kennedy Space |
| 38 | Center and acknowledges the magnitude of the loss of the human |
| 39 | space flight program on Florida's economy. |
