| 1 | A bill to be entitled | 
| 2 | An act relating to Volusia County; directing the board of | 
| 3 | county commissioners to issue a certificate of public | 
| 4 | convenience and necessity to an applicant for licensure as | 
| 5 | a basic life support or an advanced life support service | 
| 6 | that will operate in a municipality within the county that | 
| 7 | has a population greater than 30,000, upon request of the | 
| 8 | municipality, under specified conditions; providing an | 
| 9 | effective date. |

| 11 | Be It Enacted by the Legislature of the State of Florida: | 
| 12 | 
 | 
| 13 | Section 1.  The Board of County Commissioners of Volusia | 
| 14 | County shall issue the certificate of public convenience and | 
| 15 | necessity required by section 401.25, Florida Statutes, to an | 
| 16 | applicant for licensure as a basic life support or an advanced | 
| 17 | life support service that will operate in a municipality within | 
| 18 | the county that has a population greater than 30,000 if: | 
| 19 | (1)  The governing body of the municipality has adopted by | 
| 20 | ordinance reasonable standards for such certificates of public | 
| 21 | convenience and necessity in accordance with the applicable | 
| 22 | requirements of section 401.25, Florida Statutes, and certifies | 
| 23 | that the applicant meets those standards. | 
| 24 | (2)  The applicant is an established municipal public | 
| 25 | safety agency, subject to chapter 119, Florida Statutes, and | 
| 26 | has, by majority vote of the municipal governing body, been | 
| 27 | authorized to provide such basic life support or advanced life | 
| 28 | support service. | 
| 29 | (3)  The governing body of the municipality has considered | 
| 30 | the recommendations of appropriate agencies under its | 
| 31 | jurisdiction with respect to the operation of the service within | 
| 32 | the municipality and has, by majority vote, requested the county | 
| 33 | to issue the certificate. | 
| 34 | Section 2.  This act shall take effect upon becoming a law. |
