    1                        A bill to be entitled                      
    2         An act relating to state-approved teacher preparation
    3         programs; amending s. 1004.04, F.S.; specifying that
    4         the State Board of Education adopt rules that require
    5         certain students in state-approved teacher preparation
    6         programs to assist teachers with low-performing
    7         students in reading as part of certain field
    8         experiences; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (2) of section 1004.04, Florida
   13  Statutes, is amended to read:
   14         1004.04 Public accountability and state approval for
   15  teacher preparation programs.—
   16         (2) UNIFORM CORE CURRICULA.—
   17         (a) The State Board of Education shall adopt rules pursuant
   18  to ss. 120.536(1) and 120.54 that establish uniform core
   19  curricula for each state-approved teacher preparation program.
   20         (b) The rules to establish uniform core curricula for each
   21  state-approved teacher preparation program must include, but are
   22  not limited to, a State Board of Education identified foundation
   23  in scientifically researched, knowledge-based reading literacy
   24  and computational skills acquisition; classroom management;
   25  school safety; professional ethics; educational law; human
   26  development and learning; and understanding of the Sunshine
   27  State Standards content measured by state achievement tests,
   28  reading and interpretation of data, and use of data to improve
   29  student achievement.
   30         (c) These rules must include the requirement that a student
   31  in a state-approved teacher preparation program, as part of a
   32  preservice field experience course, internship, or student
   33  teaching assignment at the elementary school level, assist
   34  teachers who are teaching low-performing students in reading in
   35  a public elementary school in the school district in which the
   36  program is located.
   37         (d)(c) These rules shall not require an additional period
   38  of time-to-degree but may be phased in to enable teacher
   39  preparation programs to supplant courses, including pedagogy
   40  courses, not required by law or State Board of Education rule
   41  with the courses and assignments identified pursuant to
   42  paragraphs paragraph (b) and (c).
   43         Section 2. This act shall take effect July 1, 2010.
