A bill to be entitled
2An act relating to motor vehicles; amending s. 320.02,
3F.S.; requiring the application form for motor vehicle
4registration or renewal of registration to include
5language permitting the applicant to make a voluntary
6contribution to Blind Babies and Blind Youth Services, for
7services for persons with developmental disabilities, and
8to the Ronald McDonald House; amending s. 322.08, F.S.;
9requiring the application form for a driver's license or
10duplicate thereof to include language permitting the
11applicant to make a voluntary contribution to Senior
12Vision Services, for services for persons with
13developmental disabilities, and to the Ronald McDonald
14House; providing for distribution of funds collected from
15voluntary contributions; providing that such contributions
16are not considered income of a revenue nature; providing
17an effective date.

19Be It Enacted by the Legislature of the State of Florida:

21     Section 1.  Paragraphs (i), (j), and (k) are added to
22subsection (15) of section 320.02, Florida Statutes, to read:
23     320.02  Registration required; application for
24registration; forms.-
25     (15)
26     (i)  The application form for motor vehicle registration
27and renewal of registration must include language permitting a
28voluntary contribution of $1 to Blind Babies and Blind Youth
29Services. Such contributions shall be transferred by the
30department each month to the Florida Association of Agencies
31Serving the Blind, Inc., a not-for-profit organization.
32     (j)  The application form for motor vehicle registration
33and renewal of registration must include language permitting a
34voluntary contribution of $1 for services for persons with
35developmental disabilities. Such contributions shall be
36transferred by the department to The Arc of Florida to be used
37by that organization for programs and services in this state for
38persons with developmental disabilities.
39     (k)  The application form for motor vehicle registration
40and renewal of registration must include language permitting a
41voluntary contribution of $1 to the Ronald McDonald House. Such
42contributions shall be transferred by the department each month
43to Ronald McDonald House Charities of Tampa Bay, Inc.

45For the purpose of applying the service charge provided in s.
46215.20, contributions received under this subsection are not
47income of a revenue nature.
48     Section 2.  Subsection (7) of section 322.08, Florida
49Statutes, is amended to read:
50     322.08  Application for license.-
51     (7)  The application form for a driver's license or
52duplicate thereof shall include language permitting the
53following:
54     (a)  A voluntary contribution of $1 per applicant, which
55contribution shall be deposited into the Health Care Trust Fund
56for organ and tissue donor education and for maintaining the
57organ and tissue donor registry.
58     (b)  A voluntary contribution of $1 per applicant, which
59contribution shall be distributed to the Florida Council of the
60Blind.
61     (c)  A voluntary contribution of $2 per applicant, which
62shall be distributed to the Hearing Research Institute,
63Incorporated.
64     (d)  A voluntary contribution of $1 per applicant, which
65shall be distributed to the Juvenile Diabetes Foundation
66International.
67     (e)  A voluntary contribution of $1 per applicant, which
68shall be distributed to the Children's Hearing Help Fund.
69     (f)  A voluntary contribution of $1 per applicant, which
70shall be distributed to Family First, a nonprofit organization.
71     (g)  A voluntary contribution of $1 per applicant, to Stop
72Heart Disease, which shall be distributed to the Florida Heart
73Research Institute, a nonprofit organization.
74     (h)  A voluntary contribution of $1 per applicant to Senior
75Vision Services, which shall be distributed to the Florida
76Association of Agencies Serving the Blind, Inc., a not-for-
77profit organization.
78     (i)  A voluntary contribution of $1 per applicant for
79services for persons with developmental disabilities, which
80shall be distributed to The Arc of Florida.
81     (j)  A voluntary contribution of $1 to the Ronald McDonald
82House, which shall be distributed each month to Ronald McDonald
83House Charities of Tampa Bay, Inc.

85A statement providing an explanation of the purpose of the trust
86funds shall also be included. For the purpose of applying the
87service charge provided in s. 215.20, contributions received
88under paragraphs (b)-(j) (b), (c), (d), (e), (f), and (g) and
89under s. 322.18(9) are not income of a revenue nature.
90     Section 3.  This act shall take effect October 1, 2010.
