1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 ss. 320.08056 and 320.08058, F.S.; creating a Catch
4 Me, Release Me license plate, a Florida Horse Park
5 license plate, and a Florida Biodiversity Foundation
6 license plate; establishing annual use fees for the
7 plates; providing for the distribution of use fees
8 received from the sale of such plates; revising the
9 portion of use fees collected from the sale of the
10 Florida Salutes Veterans license plate which is
11 distributed to a direct-support organization; revising
12 the time during which such distribution shall be made;
13 providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Paragraphs (rrr), (sss), and (ttt) are added to
18 subsection (4) of section 320.08056, Florida Statutes, to read:
19 320.08056 Specialty license plates.—
20 (4) The following license plate annual use fees shall be
21 collected for the appropriate specialty license plates:
22 (rrr) Catch Me, Release Me license plate, $25.
23 (sss) Florida Horse Park license plate, $25.
24 (ttt) Florida Biodiversity Foundation license plate, $25.
25 Section 2. Paragraph (b) of subsection (4) of section
26 320.08058, Florida Statutes, is amended, and subsections (70),
27 (71), and (72) are added to that section, to read:
28 320.08058 Specialty license plates.—
29 (4) FLORIDA SALUTES VETERANS LICENSE PLATES.—
30 (b) The Florida Salutes Veterans license plate annual use
31 fee shall be distributed as follows:
32 1. Ten Twenty percent shall be distributed to a direct
33 support organization created under s. 292.055 for a period not
34 to exceed 48 24 months after the date the direct-support
35 organization is incorporated.
36 2. Any remaining fees must be deposited in the State Homes
37 for Veterans Trust Fund, which is created in the State Treasury.
38 All such moneys are to be administered by the Department of
39 Veterans’ Affairs and must be used solely for the purpose of
40 constructing, operating, and maintaining domiciliary and nursing
41 homes for veterans and for continuing promotion and marketing of
42 the license plate, subject to the requirements of chapter 216.
43 (70) CATCH ME, RELEASE ME LICENSE PLATES.—
44 (a) The department shall develop a Catch Me, Release Me
45 license plate as provided in this section. Catch Me, Release Me
46 license plates must bear the colors and design approved by the
47 department. The word “Florida” must appear at the top of the
48 plate, and the words “Catch Me, Release Me” must appear at the
49 bottom of the plate.
50 (b) The license plate annual use fees shall be distributed
51 to the Guy Harvey Ocean Foundation, Inc., to fund marine-related
52 scientific research, including research of free-ranging pelagic
53 marine species that inhabit, use, or migrate through Florida
54 waters; conservation initiatives; and education and public
55 outreach programs targeting school-aged children in the state.
56 The Guy Harvey Ocean Foundation, Inc., may retain all revenue up
57 to $60,000 from the annual use fees until all startup costs for
58 developing and establishing the plate have been recovered.
59 Thereafter, up to 10 percent of the annual use fee revenue may
60 be used for administrative costs directly associated with the
61 operations of the Guy Harvey Ocean Foundation, Inc., and
62 promotion and marketing of the specialty license plate.
63 (71) FLORIDA HORSE PARK LICENSE PLATES.—
64 (a) The department shall develop a Florida Horse Park
65 license plate as provided in this section. The plate must bear
66 the colors and design approved by the department. The word
67 “Florida” must appear at the top of the plate, and the words
68 “Discover Florida’s Horses” must appear at the bottom of the
69 plate.
70 (b) The annual use fees shall be distributed to the Florida
71 Agriculture Center and Horse Park Authority created by s.
72 570.952, which shall retain all proceeds until all startup costs
73 for developing and establishing the plate have been recovered.
74 Thereafter, the proceeds shall be used as follows:
75 1. A maximum of 5 percent of the proceeds from the annual
76 use fees may be used for the administration of the Florida Horse
77 Park license plate program.
78 2. A maximum of 5 percent of the proceeds may be used to
79 promote and market the license plate.
80 3. The remaining proceeds shall be used by the authority to
81 promote the Florida Agriculture Center and Horse Park located in
82 Marion County; to support continued development of the park,
83 including the construction of additional educational facilities,
84 barns, and other structures; to provide improvements to the
85 existing infrastructure at the park; and to provide for
86 operational expenses of the Florida Agriculture Center and Horse
87 Park.
88 (72) FLORIDA BIODIVERSITY FOUNDATION LICENSE PLATES.—
89 (a) The department shall develop a Florida Biodiversity
90 Foundation license plate as provided in this section. The plate
91 must bear the colors and design approved by the department. The
92 word “Florida” must appear at the top of the plate, and the
93 words “Save Wild Florida” must appear at the bottom of the
94 plate.
95 (b) The annual use fees shall be distributed to the Florida
96 Biodiversity Foundation, Inc., which shall retain 50 percent of
97 the proceeds until the startup costs to develop and establish
98 the plates have been recovered. Thereafter, the proceeds shall
99 be used as follows:
100 1. A maximum of 10 percent of the proceeds may be used to
101 fund the administrative, promotion, and marketing costs of the
102 license plate program and the foundation.
103 2. The remaining fees shall be used by the foundation to
104 fund research, education, and scientific study of the diversity
105 of animals and plants and to aid in the preservation, study,
106 conservation, and recovery of imperiled organisms.
107 Section 3. This act shall take effect October 1, 2010.
