A bill to be entitled
2An act relating to rural enterprise zones; requiring the
3Office of Tourism, Trade, and Economic Development to
4designate certain rural catalyst sites as rural enterprise
5zones upon request of a host county; specifying request
6requirements; specifying effect of designation; specifying
7reporting requirements for rural catalyst sites designated
8as a rural enterprise zone; authorizing host county
9development authorities to enter into memoranda of
10agreement for certain purposes; providing an effective
11date.

13Be It Enacted by the Legislature of the State of Florida:

15     Section 1.  Notwithstanding s. 290.0065(1), Florida
16Statutes, the Office of Tourism, Trade, and Economic
17Development, upon request of the host county, shall designate as
18a rural enterprise zone any catalyst site as defined in s.
19288.0656(2)(b), Florida Statutes, that was approved prior to
20January 1, 2010, and that is not located in an existing rural
21enterprise zone. The request from the host county must include
22the legal description of the catalyst site and the name and
23contact information for the county development authority
24responsible for managing the catalyst site. The designation
25shall provide businesses locating within the catalyst site the
26same eligibility for economic incentives and other benefits of a
27rural enterprise zone designated under s. 290.0065, Florida
28Statutes. The reporting criteria for a catalyst site designated
29as a rural enterprise zone under this section are the same as
30for other rural enterprise zones. Host county development
31authorities may enter into memoranda of agreement, as necessary,
32to coordinate their efforts to implement this section.
33     Section 2.  This act shall take effect July 1, 2010.
