A bill to be entitled
2An act relating to a special election; providing for a
3special election to be held on the date of the
4presidential preference primary in 2012, pursuant to
5Section 5 of Article XI of the State Constitution, for the
6approval or rejection by the electors of this state of
7amendments to the State Constitution, proposed by joint
8resolution, to prohibit increases in the assessed value of
9homestead property if the fair market value of the
10property decreases, reduce the limitation on annual
11assessment increases applicable to nonhomestead real
12property, provide an additional homestead exemption for
13owners of homestead property who have not owned homestead
14property for a specified time before purchase of the
15current homestead property, provide application and
16limitations with respect thereto, and provide an effective
17date if such amendments are adopted; providing for
18publication of notice and for procedures; providing an
19appropriation; providing a contingent effective date.

21Be It Enacted by the Legislature of the State of Florida:

23     Section 1.  Pursuant to Section 5 of Article XI of the
24State Constitution, there shall be a special election on the
25date of the presidential preference primary, which shall be held
26concurrently with other statewide elections held on that date,
27if any, at which there shall be submitted to the electors of
28this state for approval or rejection the amendments to the State
29Constitution proposed in Senate Joint Resolution 658 or House
30Joint Resolution 381.
31     Section 2.  Publication of notice shall be in accordance
32with Section 5 of Article XI of the State Constitution. The
33special election shall be held as other special elections are
34held.
35     Section 3.  The sum of $560,000 in nonrecurring funds from
36the General Revenue Fund is appropriated to the Department of
37State for the 2011-2012 fiscal year for the purpose of
38advertising the constitutional amendments being submitted to the
39electors of this state at the special election called by this
40act.
41     Section 4.  This act shall take effect upon becoming a law
42if enacted by a vote of at least three-fourths of the membership
43of each house of the Legislature and if Senate Joint Resolution
44658 or House Joint Resolution 381 is adopted by both houses of
45the Legislature.
