       The Committee on Children, Families, and Elder Affairs (Detert)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 473 - 484
    4  and insert:
    5         (14) “Victim” means:
    6         (a) A person who suffers personal physical injury or death
    7  as a direct result of a crime;
    8         (b) A person younger than 18 years of age who was present
    9  at the scene of a crime, saw or heard the crime, and suffered a
   10  psychiatric or psychological injury because of the crime, but
   11  who was not physically injured; or
   12         (c) A person less than 18 years of age who was the victim
   13  of a felony or misdemeanor offense which resulted in a
   14  psychiatric or psychological injury, but who was not physically
   15  injured; or
   16  	(d) (c) A person against whom a forcible felony was
   17  committed and who suffers a psychiatric or psychological injury
   18  as a direct result of that crime but who does not otherwise
   19  sustain a personal physical injury or death.
