       The Committee on Budget Subcommittee on Transportation, Tourism,
       and Economic Development Appropriations (Latvala) recommended
       the following:
       
    1         Senate Substitute for Amendment (119684) (with title
    2  amendment)
    3  
    4         Delete lines 1914 - 1921
    5  and insert:
    6         (3) An affirmation indicating compliance with s. 316.075(3)
    7  must accompany the notice of violation and a traffic citation.
    8  Such certificate is admissible in any proceeding to enforce this
    9  section and raises a rebuttable presumption that the traffic
   10  control signal device meets the requirements of s. 316.075(3).
