       The Committee on Children, Families, and Elder Affairs (Hays)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 147 - 159
    4  and insert:
    5         (12)(a) A public postsecondary educational institution may
    6  not confer an associate in arts or baccalaureate degree upon any
    7  student who fails to successfully complete one of the following
    8  requirements:
    9         1. Achieve a score that meets or exceeds a minimum score on
   10  a nationally standardized examination, as established by the
   11  State Board of Education in conjunction with the Board of
   12  Governors; or
   13         2. demonstrate successful mastery remediation of any
   14  academic competencies deficiencies and achieve a cumulative
   15  grade point average of 2.0 2.5 or above, on a 4.0 scale, in
   16  postsecondary-level coursework identified by the State Board of
   17  Education in conjunction with the Board of Governors. The
