    1                        A bill to be entitled                      
    2         An act relating to the Department of Veterans’
    3         Affairs; directing the department to provide a plan
    4         and financial analysis by a certain date to the
    5         Governor, Cabinet, and Legislature regarding the most
    6         appropriate business model for the future operation of
    7         the state veterans’ homes; providing an effective
    8         date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. By December 15, 2011, the Department of
   13  Veterans’ Affairs shall submit to the Governor and Cabinet, the
   14  President of the Senate, and the Speaker of the House of
   15  Representatives a business and implementation plan, along with a
   16  financial or cost-benefit analysis, for the purpose of
   17  identifying the most appropriate business model for the future
   18  operation of the state veterans’ homes. The department may
   19  procure the necessary expertise to prepare the plan and
   20  financial analysis.
   21         Section 2. This act shall take effect July 1, 2011.
