       The Committee on Budget (Montford) recommended the following:
       
    1         Senate Amendment to Amendment (466740) 
    2  
    3         Delete lines 73 - 77
    4  and insert:
    5  a 10 percent statewide average rate increase over the most
    6  recently filed and approved rate. A rate filing under this
    7  paragraph submitted in any year after the implementation of such
    8  initial rates may not provide rates that represent more than a
    9  10 percent statewide average rate increase in a year over the
   10         Delete lines 111 - 115
   11  and insert:
   12  10 percent statewide average rate increase over the most
   13  recently filed and approved rate. A rate filing under this
