| 5 | Section 31. Subsection (1) of section 101.6103, Florida |
| 6 | Statutes, is amended to read: |
| 7 | 101.6103 Mail ballot election procedure.- |
| 8 | (1) Except as otherwise provided in subsection (7), the |
| 9 | supervisor of elections shall mail all official ballots with a |
| 10 | secrecy envelope, a return mailing envelope, and instructions |
| 11 | sufficient to describe the voting process to each elector |
| 12 | entitled to vote in the election not sooner than the 20th day |
| 13 | before the election and not later than the 10th day before the |
| 14 | date of the election. All such ballots shall be mailed by first- |
| 15 | class mail. The return mailing envelope must include a postage |
| 16 | paid indicia paid by the supervisor. Ballots shall be addressed |
| 17 | to each elector at the address appearing in the registration |
| 18 | records and placed in an envelope which is prominently marked |
| 19 | "Do Not Forward." |
| 20 | Section 32. Subsection (2) of section 101.64, Florida |
| 21 | Statutes, is amended, and subsection (5) is added to that |
| 22 | section, to read: |
| 23 | 101.64 Delivery of absentee ballots; envelopes; form.- |
| 24 | (2) The certificate shall be arranged on the back of the |
| 25 | mailing envelope so that the line for the signature of the |
| 26 | absent elector is across the seal of the envelope; however, no |
| 27 | statement shall appear on the envelope which indicates that a |
| 28 | signature of the voter must cross the seal of the envelope. The |
| 29 | absent elector shall execute the certificate on the envelope. |
| 30 | The supervisor may not place on the mailing envelope any |
| 31 | information indicating the voter's party affiliation or no- |
| 32 | party-affiliation status. |
| 33 | (5) The mailing envelope for each absentee ballot must |
| 34 | include a postage paid indicia paid by the supervisor. |
| 35 | Section 33. Subsection (1) of section 101.657, Florida |
| 36 | Statutes, is amended to read: |
| 37 | 101.657 Early voting.- |
| 38 | (1)(a) As a convenience to the voter, the supervisor of |
| 39 | elections shall allow an elector to vote early in the main or |
| 40 | branch office of the supervisor. The supervisor shall mark, |
| 41 | code, indicate on, or otherwise track the voter's precinct for |
| 42 | each early voted ballot. In order for a branch office to be used |
| 43 | for early voting, it shall be a permanent facility of the |
| 44 | supervisor and shall have been designated and used as such for |
| 45 | at least 1 year before prior to the election. |
| 46 | (b) The supervisor may also designate any city hall or |
| 47 | permanent public library facility as an early voting site. To |
| 48 | the extent practicable sites; however, if so designated, the |
| 49 | designated the sites must be geographically located so as to |
| 50 | provide all voters in the county an equal opportunity to cast a |
| 51 | ballot, insofar as is practicable. The results or tabulation of |
| 52 | votes cast during early voting may not be made before the close |
| 53 | of the polls on election day. Results shall be reported by |
| 54 | precinct. |
| 55 | (c)(b) The supervisor shall designate each early voting |
| 56 | site by no later than the 60th 30th day before a primary prior |
| 57 | to an election and shall designate an early voting area, as |
| 58 | defined in s. 97.021, at each early voting site. The supervisor |
| 59 | shall designate an adequate number of early voting sites such |
| 60 | that the approximate waiting time for an elector to vote at any |
| 61 | site does not exceed 15 minutes. Early voting sites for the |
| 62 | general election shall be held at the same sites designated for |
| 63 | a primary election. |
| 64 | (d)(c) All early voting sites in a county shall be open on |
| 65 | the same days for the same amount of time and shall allow any |
| 66 | person in line at the closing of an early voting site to vote. |
| 67 | (e)(d) Early voting shall begin at 7 a.m. on the 15th day |
| 68 | before an election and end at 9 p.m. on the 2nd day before an |
| 69 | election. For purposes of a special election held pursuant to s. |
| 70 | 100.101, early voting shall begin at 7 a.m. on the 8th day |
| 71 | before an election and end at 9 p.m. on the 2nd day before an |
| 72 | election. Early voting shall be provided each day for 8 hours |
| 73 | per weekday and 8 hours in the aggregate each weekend at each |
| 74 | site during the applicable periods. Early voting sites shall |
| 75 | open at no sooner than 7 a.m. and close at 9 p.m. no later than |
| 76 | 7 p.m. on each applicable day. Early voting hours and days may |
| 77 | be extended only upon execution by the Governor of an executive |
| 78 | order declaring a state of emergency as authorized in s. 252.36. |
| 79 | (f)(e) Notwithstanding the requirements of s. 100.3605, |
| 80 | municipalities may provide early voting in municipal elections |
| 81 | that are not held in conjunction with county or state elections. |
| 82 | If a municipality provides early voting, it may designate as |
| 83 | many sites as necessary and shall conduct its activities in |
| 84 | accordance with the provisions of paragraphs (a)-(d) (a)-(c). |
| 85 | The supervisor is not required to conduct early voting if it is |
| 86 | provided pursuant to this subsection. |
| 87 | (g)(f) Notwithstanding the requirements of s. 189.405, |
| 88 | special districts may provide early voting in any district |
| 89 | election not held in conjunction with county or state elections. |
| 90 | If a special district provides early voting, it may designate as |
| 91 | many sites as necessary and shall conduct its activities in |
| 92 | accordance with the provisions of paragraphs (a)-(d) (a)-(c). |
| 93 | The supervisor is not required to conduct early voting if it is |
| 94 | provided pursuant to this subsection. |
| 95 | (h) The results or tabulation of votes cast during early |
| 96 | voting may not be disclosed before the close of the polls on |
| 97 | election day. Results shall be reported by precinct. |
