A bill to be entitled
2An act relating to Sebring Airport Authority, Highlands
3County; amending chapter 2005-300, Laws of Florida;
4revising powers of the authority; providing that the
5authority may acquire, lease as lessee or lessor,
6construct, reconstruct, improve, extend, enlarge, equip,
7repair, maintain, and operate commercial and industrial
8facilities; providing that the authority may establish,
9operate, and maintain foreign-trade zone status under the
10alternative site framework in DeSoto, Glades, Hardee,
11Hendry, Highlands, and Okeechobee Counties and the Cities
12of Belle Glade, Pahokee, and South Bay; expanding the
13power of the authority to purchase commodities or
14contractual services; providing an effective date.

16Be It Enacted by the Legislature of the State of Florida:

18     Section 1.  Subsection (2) of section 3, subsections (5)
19and (14) of section 6, and section 8 of section 3 of chapter
202005-300, Laws of Florida, are amended, and subsection (15) is
21added to section 6 of section 3 of that chapter, to read:
22     Section 3.
23     (2)  The Sebring Airport Authority is authorized to
24exercise its powers over properties in addition to the Sebring
25Regional Airport and Industrial Park so long as they are
26exercised pursuant to contracts with other governmental entities
27for the operation and supervision of other airports, airfields,
28and related facilities.
29     Section 6.  The Sebring Airport Authority is hereby
30authorized and empowered:
31     (5)  To acquire, lease as lessee or lessor, construct,
32reconstruct, improve, extend, enlarge, equip, repair, maintain,
33and operate any airport and other industrial facilities,
34(including tire and automobile testing and racing,) and
35commercial and industrial facilities, which may be located on
36the property of the authority. Nothing in this act shall exempt
37the Sebring Airport Authority from the provisions of chapter
38333, Florida Statutes.
39     (14)  To contract with other governmental entities to
40operate airports, airfields, and other related facilities and
41services, including providing all personnel, tools, equipment,
42supervision, and other materials and services required therefor.
43     (15)  To establish, operate, and maintain foreign-trade
44zone status under the alternative site framework in DeSoto,
45Glades, Hardee, Hendry, Highlands, and Okeechobee Counties and
46the Cities of Belle Glade, Pahokee, and South Bay.
47     Section 8.  No contract for the construction, repair, or
48alteration of any facility or part of the same, or the purchase
49of equipment, services, or supplies involving an expenditure of
50more than $10,000, shall be awarded by the authority unless the
51authority advertises for sealed bids at least once a week for 2
52consecutive weeks and such contract is awarded to the lowest
53responsible bidder. However, the authority may purchase
54commodities or contractual services pursuant to state term
55contracts and may also purchase from the lowest and best bidder
56under a competitive bidding or negotiation process of another
57governmental entity, including a county, school board, or other
58municipality, or may reject all bids.
59     Section 2.  This act shall take effect upon becoming a law.
